Agri Junction Scheme: Important decisions are being taken in the interest of the farmers to make UP an agriculture hub and to double the income of the farmers. In this episode, the Yogi government of UP has also opened the box of relief grants for the farmers. In the cabinet meeting held on Saturday, from UP Millets Revival Program to Agri Junction Scheme, UP Food Processing Industry Policy and formation of Fishermen Welfare Fund has been approved. Apart from this, provision has also been made for exemption from stamp duty, exemption from market fee and cess on agricultural produce brought from other states, subsidy on solar power projects for power supply and transport subsidy for exports.
Approval of Agri Junction scheme
The UP cabinet has approved the ‘Trained Agricultural Entrepreneur Swavalamban’ i.e. Agri Junction Scheme to operate for the next 5 years. The main objective of this program is to provide all the facilities to the farmers through ‘One Stop Shop’ under the banner of Agriculture Center (Agri Junction). This scheme was started in 2015-16. Since then, a total of 4,311 agreement centers have been established in the state.

UP food processing industry policy approved
The UP cabinet has also approved the UP Food Processing Industry Policy-2022 with the aim of promoting food processing industries. Under this policy, permission to purchase more than 12.5 acres of land, exemption from duty for non-agricultural use of land, regulation of government land under the project as well as change of land use for food processing industries Provision has been made to provide a symbolic fee of Rs 10,000. The government believes that this will increase the development-expansion, investment, employment and income of the stakeholders associated with the food processing sector in UP.

Provision for exemption in stamp duty, market fee
New announcements by the UP cabinet include Rs 50,000 token fee for external development, exemption from stamp duty, exemption from mandi fee and cess on agricultural produce coming from other states, subsidy on solar power projects to ease power supply, export Provision has also been made for transport subsidy.
Not only this, educational institutions and colleges running experience and syllabus in food processing will also be empaneled to promote the food processing industry. The department itself will evaluate and verify the projects and proposals related to it.
Constitution of Fishermen Welfare Fund
The UP cabinet has approved a proposal related to the formation of the Uttar Pradesh Fisheries Welfare Fund. In this regard, amendments have been made in the UP Fish (Development and Control) Rules-2022. Along with this, a provision of Rs 25 crore has also been made for 2022-23, due to which special help will be given to the fishermen of UP who earn their livelihood from fish farming, fish hunting and marketing of fish. Along with this, unused land, ponds, puddles, reservoirs lying vacant in the village will also be used, due to which the unemployed will get new means of income.

UP will become a millet hub
The state has also prepared a plan to increase the production, processing and consumption of Jowar, Bajra, Ragi, Kodo, Sawa and Madua. For this, the proposal to run the UP Millets Revival Program has been approved, under which the income of the farmers has to be increased by increasing the area under millets in 75 districts of UP.
There is a plan to run this scheme for the next 5 years till 2026-27, for which there is a provision of Rs 186.26 crore. To increase the cultivation of millet, free distribution of mini kit of seeds is also included. For this, farmers registered on the portal of Agriculture Department, who are registered in PM Kisan Yojana, will be selected.
25% of these farmers will be from scheduled castes. Along with this, there is also a plan to set up Millet Processing, Packing and Marketing Center. For the sale of millet products, the help of mobile outlets and retail stores will be taken.
The objective of the program is to increase the income of the farmers by increasing the area coverage/production/productivity by promoting the cultivation of millets in the state, and by promoting the consumption of millets in the diet of the general public through value addition and marketing, motivate them towards a balanced diet.
