Saptarshi Yojana of Budget: Finance Minister Nirmala Sitharaman presented the Budget 2023-24 on February 1, 2023. This was the last full budget of the second term of the Modi government. In this budget, the Finance Minister gave information about the Saptarshi plan.

Overall development

Referring to the first plan inclusive development, the Finance Minister said that this budget is focused on Sabka Saath Sabka Vikas or inclusive development agriculture, corporate, healthcare and education. Under this, Rs 6000 crore is proposed for funds to promote agri-startups, promotion of natural farming, animal husbandry, dairy and fisheries. At the same time, it has been said to set up a skill center to empower the youth.

The Finance Minister has introduced the Aspirational Blocks Program under this plan, which will work to extend the services of the government to 500 blocks. At the same time, the Prime Minister’s Vulnerable Tribal Group Mission Development Mission has been launched for the tribals. Safe housing, clean water, roads and telecom connectivity will be provided under this scheme. There is a plan to spend 15,000 crores under this scheme in three years.

In this plan, investment in infrastructure has been increased. In this budget, capital investment has been increased by 33.40 percent to Rs 10 lakh crore. Apart from this, Rs 2.40 lakh crore has been released to the Railways. At the same time, 50 years interest-free loan has been extended to the states for infra expenditure.

Credit guarantee has been introduced for MSMEs. Rs 9,000 crore has been introduced in the corpus for reform schemes. This will enable another collateral free credit of Rs 2 lakh crore, bringing down the cost of credit by about 1 per cent.

Green growth has been promoted in the budget. Rs 19,700 crore has been proposed for the expenditure on National Green Hydrogen. An annual production target of 5 MMT has been set by 2030 to move the economy towards low carbon intensity.

The government has introduced the National Education Policy. Pradhan Mantri Kaushal Vikas Yojana 4.0 will be launched to provide skills to lakhs of youth under the budget. Apart from drones and 3D printing, the scheme will also include new-age courses.
